Out of the loop on current CPUs, motherboards and RAM

I missed the most obvious reason. You're booting off the Samsung while I'm booting off the old Kingston. Not being sure of the difference I ran Crystal Disk Mark on them both and got these results:

Turns out the new drive is roughly twice the speed of the old one.
 
Doesn't the X99 platform usually take a bit longer to boot than the small socket stuff? Or maybe it just depends on how many doohickeys are on your particular mobo.
 
No idea.

I've since shaved another few seconds from the boot time by disabling the logo, shortening the wait for input timer and disabling a couple of unused things from being initialised.

I really love the control you get with this motherboard. Best BIOS I've used yet, with reasonable descriptions for most of the many options.
