Problably because they dont know they could fix it just like the average gamer doesnt know about force AA/AF either. Plus i would think screen tearing on a 30"+ HD television would be far more noticeable then on a 19-21'' CRT/LCD.
Most PC gamers are well aware of how to fix tearing, they are just more concerned about getting higher frame rates in benchmarks. After all, you can't get 145 FPS in game X if Vsynch is enabled.
And many of them simply aren't bothered by screen tearing, as in literally they don't even notice it despite the fact that it happens all the time unless you use vsync.

Since PC gamers always have gthe choice to enable it, there's no reason you'd ever hear any of them complain since theres nothing to complain about. If all of sudden PC gamers were all forced to play with vsync off, i bet we'd hear an earful from them (us).
