Every video I’ve seen has been at night so i would assume it’s static and baked.Is there dynamic time change in the open world or is the lighting heavily baked and static for night time only?

I think console gamers are going to have to walk it back.... because the CPUs are the limiting factor here, and mid gen refreshes aren't going to change that issue.
Sure but not all developers are created equal. Not all devs have 5+ teams of hundreds each working on a title, nor budgets approaching $300M+I would imagine the issue is more related to what this particular title appears to be offering.

Like I said.. I think once the next gen exclusive stuff starts dropping, they're going to have to get used to it real fast.
