Does marriage make one more responsible?

How do you collect "divorces per 1000 people" other than by asking 1000 people "are you divorced?"
Total divorces/population?

Some statistics come from the government; as State governements issue marriage licenses and likewise issue divorces my guess is that this is the source of the information as it would be the most reliable and accurate. It does not label the immediate source for each category (that includes also births, infant deaths, marriages, etc) these are their general sources that the census used to generate these numbers:

This also explains why the site has 2001 and 2002 data. Anyhow, the Vital Statistics PDF clearly notes, "Divorces" and not something like "Divorcees". Right next to it they have "Marriages" so they are counting the "event" and not the # of people. These are all labeled, "Rate per 1,000 population" and are statistics for events and not for "x number people who are".
 
The same page says 10% of adults are divorced.
Does that mean only 20% ever get married?
