Cross platform technologies and tools are a new thing for them - they've only really dabbled in scene-graph stuff before.

PC is about the only platform I can think of that Sony also devs for (through SOE).
I can't imagine the other console manufacturers licensing Sony to make an engine for their systems, although I can see why Sony might want to, if it achieved adoption. Basically they could make sure the PS3 version always runs better (hence PS3-optimised) Smart, but I couldn't see the others standing for it..
