Can ATX power supply apply to other form factor?

As we all know, ATX power supply is supplied to ATX motherboard.

But, besides ATX motherboard, which form factor can also use ATX power supply?

OR is there any designated power supply which was used to specific form factor?

for instance there's micro ATX, which isn't really different from ATX but you have those annoying micro ATX PSU that are smaller and expensive. but there are many cases made for a micro ATX mobo and a full ATX PSU. a cheap one with a fortron PSU and low end parts allows to build a cheap, silent or quiet, and reliable PC.
