I was thinking more along the lines of a perception type thing for MS to already have a 2 DVD game out. But you're probably right.

Actually, they did announced 2-discs rather early, they probably were just guessing. But then, they also said they might release on more than 2-discs. Hmmm. Watch that space, I guess.
