I saw this monitor at bestbuy MAG 971FS-S. I was wondering what the HZ rate is on the monitor at the resolution of 1280x1024. It reports that it is 66hz at 1600x1200.
I have a MAG 19 inch monitor now, but it only does 75hz at 1280x1024.

It probably won't do much better. 66Hz*1200/1024 = 77Hz (This is not entirely accurate since it doesn't take vblank into account, but its close enough) It is possible that your existing monitor can do better. Have you tried tweaking it with Powerstrip? With Powerstrip you might be able to get 1400x1050@75Hz, or 1280x960@85Hz.
I found some specs here. According to those the MAG 971FS-S has a max horisontal frequency of 86kHz. That is simply not enough to reach 1280x1024 @ 85Hz; you need a monitor able to go past 90kHz to get that. So, yeah, you should probably not get that one...
