Any word on if 4XS FSAA OpenGL will be implemented.

In Direct3D you can activate multisampling regardless of what you set in the driver panel, so this 'application controlled' setting is just crap.

I would suggest that this is a WHQL certification thing - MS probably want DX to be in control/

See above. In D3D the control panel setting is only an initial value. The app can always control multisampling in D3D.

OK, but we're talking about OGL here.
