Yeah. On PS3 there's no limit to how many times you can move a game to another PS3, but you can also have it active on two PS3's at the same time. PS4 is adding temporary play anywhere without transfer, it seems, when you log in with your account.
At the moment, only the account or the Xbox 360 the content is registered to has full access to downloaded content. Unless you use the license transfer so that any account on the (other) console can see it, online or off.
Family sharing would have perhaps made all of that much simpler for Xbox. Aside from the online requirement.
It used to be 5 activations, and now it is 2. And for PSN cross-platform titles are 2 ps3s, 2 psps, and 1 mobile device or something like that, can't remember exactly.
