Article reads to me like they understand that some people enjoyed commander mode but most people never got to use nor cared to use it the way it was. They have made a decision to keep it out based on allowing everyone the opportunity to feel empowered to give orders, spawn points etc.
so it sounds to me like it is a dead issue.
