It needs to be remembered this is the same tech that runs at 1080p/30 on a PS4.
Why do you consider it irrelevant? This game has the exact same performance profile and visual makeup/experience as TLOU 2.That's irrelevant to the re-master. PS5 is the point of comparison here, so 30fps 4k, or 60fps/1440p.

No, I just don't think ND deemed it worth retooling the engine to maximize performance.Then by the same token The PS5 must only be 4x faster than the PS4. Less if you consider running at 4k does not require 4x the performance of 1080p.
