Probably because quite a few non-game developers get kits to work on production/development software to sell/license to game makers. That and there are a lot of games that haven't been approved by Sony or haven't reached the point where they are given the full green light for production.

Yes, there is a lot of middleware available for the PS3, I think I counted 14 applications last - the Playstation 3 Wiki entry has a list. And yes, some developers who get devkits may eventually decide not to produce a game, at least for now. There may also be some wildcards in the form of Linux/PS3 stuff, PS3 third party hardware, etc.
