Should paper or info keep people apart?

Should a piece of paper or info keep 2 people apart?

What I mean is should a contract, passport, money, etc... keep 2 people apart be they family, friends, lovers, etc?

I will elaborate later, after I've seen a few votes...

Well, people are not voting, so I'll elaborate a bit with some examples:

Say a family of 3, but their beloved child is in some no-name country with a dictatorship(suppose c@ba.), or a romeo and juliet esque modern relationship between people of opposing families, or brothers belonging to opposite factions... etc

Should paper or info be ENOUGH to keep them apart? Be they wanting to be with each other(family, friends, etc.), and having all other means to do so.

Sorry Zidane, I just see that I could answer yes sometimes and no sometimes. If I fell in love with a woman from another country, I guess I wouldn't feel that it is my innate right to be able to move to their country. If my child was in another country, well, I just don't know how my child would get there with me here. I don't really know the laws about immigration. I have not even thought much about it so I have not formed a strong opinion one way or the other.

Paper itself doesn't seam to be that strong. It is just wood fiber and pulp, yet the words and the acceptance of the words on the paper is what can make it "powerful". Much of the world we live in today is based on value of some paper or other. Money in and of itself has no value unless you have lots and lots and you are freezing and need something to make a fire. =)

Personally I'm in favor of open borders, ditching customs and passport checks on a global level, having a free labour market on a global level, letting people work and live anywhere they like and marry whomever they like regardless of nationality. Like the concept behind EU and US, but on a global level. I guess it's not realistic just yet, but I'm in favor of any step in the right direction, thus I support the expansion of the EU even if it may initially be a burden for the current crop of members. My best wishes of success for the newly formed African Union too. Hopefully EU, US, AU and others don't develop into a bunch of separate conflicting superstates but rather open up for a larger cooperation in these matters.

Well, it doesn't necessarily have to be immigration laws(though, your child could get kidnapped and taken to a no-name country with an uncooperative gov.). Think for example, another country with laws that give unfair custody to one of the parents do to their gender, color, religion, etc. Or a man(woman) being unnable to divorce and to go with another they love do to the fact they're considered inferior or property of their partner/husband/wife, and thus do not have the right to do so.

Also, let's not forget the past(and present.), slavery, discrimination, hatred, etc. caused by being different, and such inhumanities being supported, promoted, etc. by the state, society, and by laws.

What I'm saying is: should information, about who you are (or against who you are solely for being who you are, etc.), be enough(laws, written, verbal, etc.) to keep two people apart?
