Arkane has multiple teams. This one was Arkane Austin, not Arkane Lyon. It feels like a game made by a small team. Feels like an early access game from an indie studio. The combat feels really really basic. I think it's a super casual game where it's more about exploring around to find collectibles, lore and loot or something.
Edit: I'm actually shocked this is a full price game. It's $90 CAD on steam. It has all of the signs of one of those mid-priced games, like it has a bunch of these comic panel cutscenes to lay out the story, rather than in-game or pre-rendered cutscenes for the backstory etc. I think if it were a $45 game, people would still probably be unhappy with the performance, the bugs etc, but the pricing would feel more right, and the expectations would be a AA kind of experience, not a AAA one.
