Thats based on current pic. but its possible that architect did multiple renders of daytime as well as evening and what we are seeing is only one of them.

The point is i hightly doubt this is a Professionnal architectural presentation , it miss completly the appeal value POV.
(plus ,the atmosphere has too much an "end of times " mood.)

That only applies if we're talking about one render. Again "it depends on the project." Who's to say a client didn't want to see their building at night?
