It's in the list, but that's their intended resolution. It's not confirmed yet. As the game isn't out, it shouldn't be featured on that IGN list. The reference citation link actually states as much:Project Cars will run at 1080p and 60fps on the Xbox One.

As for hitting the target, of course it can be done. While Ian Bell already mentioned that the PS4 is hitting those high-end benchmarks, there hasn't been any word about the Xbox One version of the game. In fact, we already managed to get some of the very first in-game screenshots of Project CARS for the PS4, but still nothing on the Xbox One.

Hence confusion by me about, "shutting mouths on the quiet." What mouths are being shut? My interpretation is mouths saying XB1 can't match PS4, and this link to an unreleased game without comparison of final results doesn't do that.
Lee Kirton from SMS has officially confirmed at Eurogamer expo that Project on PlayStation 4 and Xbox One runs at 60FPS, but PS4 version runs at native 1080p and Xbox One port at slightly lower resolution.
