How? That's not an easy answer to discuss, nor do I want to go into a theoretical debate on the topic. But for a game like Morrowind or others, there are many development paths that can be taken to have the same end result. It's just a matter of "if" they want to go that route.
 
Just though I would add another game that uses streaming technology,SSX3. If you haven't played it, even if you aren't a sports fan or snowboarding fan it's still a great fun and beautiful game with sometimes looooooong races that run seamlessly.

My point is we don't know that yet. It may be as amazing, big and persistent without the HDD, but it may not. I am taking a wait and see approach. The HDD may unlock some features of that game beyond faster loading times or seamless environments. For all we know, the game could suck either way!?! :)

I also wait to compare the X360 version the the PC version, as the PC version will be programmed from the start to make use of a HDD. I am curious to see if there will be any differences in the game fundamentally between the two platforms.

One of the devs has already said that the game will NOT be changed due to a lack of a Hard Drive. They have already said this. End of.
