You don't know what you're talking about. By the time the next generation systems are released HD sets will be fairly common in the EU. You already have one 1080i capable CRT set from JVC and several 720p flatscreens, rear and front projection sets from various companies.
Eventhough terrestial broadcasts will be SDTV in the EU you'll see HDTV via cable and satellite. BRD and HD-DVD will be launched in the same time frame as well.

Like I said, the DVB spec supports both 50 and 60 Hz display rates (and 24 fps as well it would seem). There is no PAL HDTV standard and while DVB will largely be used by PAL regions who's to say that DVB HD sets won't include support for both refresh rates? Let's wait and see what the tv manufacturers come up with before condemning the work that has been put into the most advanced HDTV standard (hell, US videophiles can thank DVB for 1080p now being included into the DTV/ATSC spec).
