What do you mean by mod?
Modding as in solder a chip to the mobo, in order to play imported games/unsigned executables.
Or modding as in change the CPU clock rate, or even the change the whole CPU (Like what some people did with the Xbox).

The former might be possible, since nothing's impossible, but it should also be very hard, seeing how both CPU incorporate complex de/encryption technology.

The latter, for the clock rate part only, should also be possible.
 
There's always gonna be some unknown company (term used loosely) in some unmapped part of the Gobi desert making mod chips.
 
If the entire instruction/datastream is encrypted, and the processor requires encryption in order to run, it's going to be impossible to mod these things.

Sony's going with BR as much for the antipiracy angle as for the greater capacity, if not more I am willing to bet.

It would be improbable, not impossible.
