If that had been a flash animation it would have been much more effort involved
This is basically what has been done:
1) Find clip of Batman being el-shocked
2) Save clip as an animated GIF
4) Input a long string characters into the speech preview in Windows XP
5) Record audio
6) Upload GIF and audio
