How do you quantify what constitutes a gameplay or narrative focus in a game?

All games should aim for tight and solid gameplay with some innovation where possible, and a great story. With the only exception where due to the genre it doesn't make sense.
I don't think all games should try to be everything to everyone. It's perfectly fine for some games not to have a story, or to have a deep story and be light on gameplay elements. People just need to accept that they aren't always part of the target audience.

Oh I completely agree with you. I think i miss-typed what I intended to say, in that all games should have tight gameplay and try to innovate where possible. Not every game needs a great story, just as not all games really need to have deep and complex gameplay mechanics.

Innovating with new ideas, both in terms of narrative and in terms of gameplay is pretty crucial. As you can sometimes even get away with a passable story and pretty simple gameplay mechanics if your game is designed around a fundamentally fresh and new idea.
