I say xbox, considering that initially microsoft tried to make it seem like xbox was picking up where dreamcast left off, and even had quite a bit of sega support.
I know I certainly saw it as close to a dreamcast 2 at the time, but I always liked nintendo better than sega(except for a short ~2 year period when I had a nes and a genesis but no snes) so I went gamecube.
I think xbox would have been crushed in sales(at least initially) without the sega support idea, it would have been that console with the 'upstart game called halo'. Well, that's what it was anyhow, but nobody thought it would be that. Sega really helped to legitimize xbox as a console, at least as far as up against nintendo, it didn't really help all that much against ps2.(but I'd say xbox has a respectable second place in america, which is where sega was always biggest) BTW, I think sega's xbox games would have sold well if they didn't get so utterly destroyed in reviews.
