I assume they are meaning it's only on the XBox console.... meaning you won't see it on other consoles.

I think if Valve announced something like that they would have an instead DDoS on their network and people would be hacking into their network and steal.... oh wait that's already been done.

Those exclusive deals usually only cover consoles. So a game can be "only on xbox" or "only on playstation 2" and still also be launched to pc at same time or earlier. In this sense both Doom3 and HL2 will be "only on xbox" but also on pc. Gamecube games are usually the only real pc avoiders.
