There is only one solution to date that ive ever come across that might help. You need to turn off windows file protection. THis solution whoever comes at the expance of some safety.
If your problem comes from regular files, on your hard drive. You might look at defraging your hard drive, and then checking for errors. After that you should be able to delete the files/folders.
could you let me know what type of file/folder your trying to delete?

That should kind of (allthough not really) do it. You can also tweak some settings in the group policy console. To *really* disable it you need to do a bit of hex editing on some windows dll's. Don't.
