DVI on value graphics card

I was wondering if there is any difference between the quality of the DVI out on a value or more expensive graphics card.
I used to think digital meant perfect but apperently not, i read on extremetech that even the high end cards have DVI outs that arent good anough for 1600x1200.
I am planning to get a new display with that resolution but i do not want to play games, so i dont want to pay for a gameprocessor.
So wich card can i buy that is good anough for 1600x1200 and costs 100$?
 
I don't know what you may have read on extremetech, but with digital DVI (it offers analog VGA also through separate pins), the display quality is entirely up to the display device and not the transmission link.

Therefore I am somewhat at a loss to explain what "not good enough" for 1600 means, as DVI is perfectly capable of supporting that resolution.

I only found the second one now, its been a long time since i read that article it seems :).
The nvidia cards seem to be worse than ati most of the time.
But its only from 9600pro and better that it seems to be good anough.

I wonder why graphics card makers assume that anyone buying a high end display will buy an expensive graphics card with 99percent of that extra price being for more performance in games.
Are there no cheap graphics cards that are focused on just good display quality?
If a 9600pro can have a compliant dvi signal then the dvi part of it realy cant be that expensive, i think they probably could make a 20$ perfect 2d card.

I would look at a ATI 9550. Its the same core at the 9600XT (RV360) and has a realy clean signal on the DVI.
Here is one from newegg for $60 and can play games at 800x600 and 1024x768.
