It's because it's not *optional*.
Plus even if a game installed dec d3dx files, that doesn't mean that you will have august d3dx files, so you still need to let BF2 installer install them for you. Each game comes with their own version.
The reason why they ask if you want to install is that as part of installing the dx9.0c redist you're also agreeing to all the fine prints Microsoft put in the EULA, and to be active they need to be accepted by you. But if you don't, then the game won't work. So maybe they should be more explicit by saying : it's ok that you don't accept but then you won't be playing BF2. Or they could put this warning at the beginning rather than at the end so that you don't waste time refusing.
