Can dynamic lights be generated with lightmaps?

There are dynamic light map techniques. I've never implemented them so I can't give anymore details.
 
Start a game of Quake 2 and bring up the default blaster weapon. Stand next to a wall and shoot alongside it. That's a dynamic lightmap lightsource. :)

So yes, it is possible. Most games that use lightmaps have precomputed maps for stationary lights, so they can't be moved. They can blink on or off though.
