All of these are a cruft.
It's not cruft. These features are absolutely vital to extract IPC out of general computer code.

I don't know why it's so hard to understand: CPU or GPU ALUs suck in all these workloads equally.
It's not me not understanding, it's you obtusely clinging on to a flawed interpretation of reality, somewhat analogous to Tim Sweeney's poppycock ideas in the late 90s/early aughts that GPUs and hardware polygon rasterization were a fad, and CPUs and software-driven rendering would take over the gaming world.

CPUs and GPUs are tools for different jobs. You can hammer in nails with a revolver, but it's not ideal for it. Likewise, you can kill people with a hammer, but it's not ideal for it. GPUs will never be ideal for general computing because they can't. Subsequently, they won't be bogged down with the burden of running general computing code either, it will be more efficient having a bunch of CPU cores around for those tasks.

And code that doesn't use 100% of CPU processing power is bad, by definition.

...I think you'll find that your ideal code simply doesn't exist, and never really will, outside a few mostly academic corner cases where you'll be able to get reasonably close. Even GPUs aren't anywhere near 100% efficient at what they do, despite that much of 3D rasterization/texturing scales almost perfectly with more hardware resources as long as memory subsystem bandwidth or latency doesn't hold you back, for example.

First of all admit that problem exists, and all code that's not parallel is a bad code and needs to be avoided at all costs.
Again with the handwave solutions. If you could crack this nut, the world would be yours for the taking. You would be the new Bill Gates. Or in other words, if this problem was so simple as just sitting down and doing it, it would have been done by now!

I don't know why, but from this thread it's pretty apparent to me that people do not consider it seriously even now.
Look, what I said was sarcasm, alright? If you seriously think people haven't considered how to parallelize computing workloads then you simply aren't very experienced. We've had parallel supercomputers since the early 1980s at least, and at least theoretical work probably stretches back further still.
