I don't think there is any direct connection, but certainly very intresting history between the companies. Dreamcast had a Microsoft OS and the Power VR chip. The person that was in charge of America's Sega division now works for Microsoft. Sega's arcade hardware utilizes Power VR chips. Microsoft and Sega have a chummy releationship via the X-Box, which at one point having bundled two Sega games.

Sammy has licenced MBX too for handheld mobile gaming devices, where MBX can make use of quite a variety of software/OS's.

Appart from MS offering 2 Sega games with XBox MS and Sega don't seem particularly chummy. Sega has the same number of games on each of the three current consoles.

Sega seem to be more chummy with Nintendo right now. They've partnered with Nintendo for the Triforce arcade hardware (GameCube based). Also Sega were given the F-Zero licence by Nintendo. Giving out Nintendo only licences is something Nintendo does for companies its currently very friendly with.
