I haven't the slightest clue as to why this happens, but whenever I attempt to use 1024x768 as a display resolution - either as my desktop or in games - My display becomes interlaced and the refresh rate is locked at 43hz. I've tried adjusting every single option in my display properties and I cannot, for the life of me, figure out what's causing it. I was hoping one of you guys had run into this problem before and had a solution. 
For the record, I have an Optiquest Z90 and a Radeon 9700 with the 3.1 Cats. I'm currently using the R9700 with the DVI adapter, but the problem is there with or without it.
