Why isn't the default texel value on nvidia drivers 7?

It never really concerned me before, but I'm just wondering, how come nvidia drivers don't have the texel alignment value set to 7(upper left) by default? It is supposed to be a fix for the messed up backgrounds in final fantasy 7 and 8, and I haven't heard of it causing any problems, so why isn't is the default? Does it cause compatibility problems? Does it lower speed? Is it some obscure reason, that no mere mortal can comprehend?
