Probably not but you can try. You apply online and enter in your credentials, then they decide if you are granted a pass. If you are accepted then you have to show a photo id when you pick up your badge holder at e3. A pass is free if you did the process a while ago, but if you are doing it now then I think you will have to pay a fee.
