Whom is guilty?

The US has been highly reluctant to persue agencies who have funded terrorism which originated in countries friendly to the US. I would be surprised if it was made entirely public. I am sure they (The US) will be happy to spoonfeed you a few scapegoats.

Pick one.

The war on terrorism has been mostly a show against Iraq and Afghanistan. Does the US administration really believe that these are the 2 main sources of terrorism?
 
No, you pick one. You seem to be saying we won't pursue terrorism "which originated in countries friendly to the US".

I'd like to know which countries that would be.

I don't care if it was people in the USA that helped Saddam. Anyone that did after the UN sanctions should be hung. The trial should be public so everone around the world can see who helped Saddam. Hopefully then all those people get shot.

Allawi is quoted saying, "Saddam Hussein's trial would not be public since he could name countries and persons whom he gave money."

They better make it public. The people that did help Saddam (after sanctions) should be hung!

Am I reading this wrong? I understand the original quote to concern countries and persons that _Saddam_ gave money _to_, not those who helped him.
