Well, the whole Niger really shows what the real problem(s) with modern government is. My answer to the thread question is that it doesn't matter if it was Bush or a box of Tic-Tacs.
IMHO, the biggest problem with government today is the established bureaucracy which survives any administrative changeover. When political appointees are placed at the heads of the bureaucratic monstrosities the career bureaucrats invariably set about 'reeducating' their bosses. And the bosses allow it to happen. After all, the new guy will always listen to the voice of experience, especially after said bureaucrat could have been there for thirty years or so... It's a tricky situation with no clearcut solution that could be broadly applied.
