Which is faster? 12X DVD or 2X BlueRay?

Theoretically and technically, a 12x DVD should be slightly faster than 2x BRD (with 2x BRD being approximately 10x DVD). However, a 12x DVD may not necessarily be 6 times faster than a 2x DVD (for example) depending how how they count it. So, it's possible that the BRD may be faster. This is not taking access times into account, just raw spindle speeds and it's pretty loose when it comes to that as well.

I base this on the transfer rates between the standards where DVD has a base transfer rate of 11Mbps and BRD has 54Mbps. Overall, BRD is pretty much a DVD x 5. http://www.blu-ray.com/faq/
 
I also think someone posted that Blu-ray gets its read speed from it's inside track and dvd gets its read speed from the outside track. Given the outside track of the disk is faster than the inside track, a 1x bd-rom have a higher than 54mbps speed on its ouside track. This unknown speed should be what you are comparing the DVD read speed with.
