When is a processor considered overclocked?

If I upped the fsb of a system, and the system does not boot, is it possible that the processor overclocked and the memory didn't (too slow)?
Or is it only considered an overclocked processor when it completes a cycle of computation.
At what point is a processor considered overclocked?

It's overclocked when you try to run it at a higher frequency than spec. Be it by increased the front side bus or clock multiplier.
