Can the secure delete utilities like HDDerase or Darik's Boot and Nuke return an old mechanical HDD to like new factory condition ?

After wiping the HDD, will there be a performance difference between a new HDD and wiped HDD ?

You'll have blanked the disc so as to make the data very hard to get back, but you won't get rid of wear and tear on the motors, spindles, heads, disk surface etc. You will still have any moved/recovered blocks out onto the reserved area.

The performance will be the same as before you erased the disk. If that was different from the performance when the disk was new, then it will still be different.
