I don't know how many videos of PGR you have actually watched, but there is a controllable camera when you drive, so you can actually have an in-game shot that is looking at the front of the car. Of course you'll crash in about 2 seconds!

From what I've seen all the promo shots seem to be basically the same level of detail as the in-game shots, it's the same car models, the same backgrounds etc

Yeah the only difference is that you can control things like focus, shutter speed, exposure etc. in photomode. I wish they did have a high quality mode though because they could increase the resolution of the cubemaps to make the reflections much nicer.

Yes. And now PGR has copied it. Hence the theory that to get better promo shots, all games will have a photo mode that'll allow the console to spend extra time creating nice visuals from ingame assets. In a couple of years the photo-mode will use full raytracing, GI, take 5 hours to render a picture, and it'll all be 'in game graphics!!!!!!'
