He means P&V Shaders 3.0, but those are already in DX9.0.

Indeed in DirectX 9.1 this is where the primary change has occurred. While DirectX9.0 offers support for Pixel Shader 2.0, DirectX 9.1 will feature even more functionality
by introducing Pixel Shader 3.0.
