New for 2016:
  • Team Haas (aka Ferrari B Team)
  • Renault (aka Lotus, which was Renault, after it was Benetton, after it was Toleman)
  • More Tire Freedom
  • Additional Exhaust for the turbo wastegate ("screamer pipe")
  • Reset on the Power Unit development tokens
With regards to the tire selection, there will now be a total of 5 dry tyre compounds available, of which Pirelli will select 3 for each event and each of the teams will secretly nominate which two they will actually use at the event.

Has Mercedes already hindered Ferrari for 2016 developments? Seems like Mercedes request "rule clarification" that hit the press just before the final race, despite the FIA saying "everything that was done was within the rules", may have some impact going forward afterall. From Autosport:

Regardless of silence or carefully worded statements, the matter has clearly created its intended impact. Before being transferred back, seconded Ferrari personnel will need to enter six-month periods of isolation or remain with Haas for the foreseeable future. Equally, aero folk wishing to move to other operations could well discover that their progress will be complicated by the new provisions.

Whether all this directly impacts on Ferrari's 2016 season remains conjecture, but Haas certainly seems to have come out on top: not only will newcomers in future not enjoy the technical freedom permitted to the US team so far, but co-operative development is, to all intents and purposes, now banned.

I believe most teams already enforce some kind of gardening leave when staff wants to leave so for team to team switches it shouldn't really matter.

As far as Ferrari/Haas is concerned, I read an article a couple of months ago that the FIA sent somebody over to the Ferrari wind tunnel because some teams were worried Ferrari personnel was working there wearing Haas uniforms. Apparently nothing was found so I suppose no Ferrari staff (legally) switched to Haas so Ferrari shouldn't have lost any aero personnel?
 
Dave, your point about tyre selection is not entirely correct as tyre choice will be per driver and not per team ;)

Not sure that many of the top teams will split strategy (being fair to both drivers etc). Most split strategies tend to happen as a result of a problem or something that evolves during the race weekend, not 2 weeks before.
 
Dangit, Haas, why'd you have to choose Grosjean for one of the drivers for the first US F1 team that will actually race since the mid 80's?

Interesting little story of follow the money. Seems that "Renault" F1 is not owned by Renault, but a subsidiary company owned by Renault!
Yes, quite but also it isn't new for Renault. From the article:
Having established full ownership of the share capital it then sold 90% to Grigny (UK) Ltd – the company that previously ran the F1 team in its Benetton and Renault days – while retaining the remaining 10%.

Grigny is a subsidiary of Renault, and in fact its immediate owner is Renault Developpement Industriel et Commercial, or RDIC. Grigny has been in existence since 1977, and between December 1979 and March 2000 it was known as Benetton (UK) Ltd, the start even pre-dating the fashion company’s involvement in F1. When Renault acquired the Benetton F1 team the French manufacturer continued to own it under the Grigny name until it was passed on to Genii.

This is only the testing livery and will change before the season starts. Also, although there doesn't appear to be too detailed pics at the moment, I've not seen any indication of the second exhaust yet, which at the very least would have to change before testing.

As per the first post rules for a wastegate / "screamer pipe" have been added for 2016 which will result in one or 2 smaller exhaust exits close to the main exhaust exit. This is intended to increase the noise produced by the power unit - with current predictions citing peaks up to 25% increase in volume

This seems to be the 2015 car with a new (or un-raced) front-wing.
Well apparently they are calling this a show car - curiously they are citing the wings that will be different before launch; I'd also guess that's a 2015 engine in the back for now. It might be that this is actually the new chassis, just most of the rest is not.

Teams never show the final car before testing starts (unless they launch during testing). With no big rule changes hardly anybody is going to see any difference so why give the other teams extra information.
 
First test tomorrow. Let's see if McLaren and Honda can run without issues, like the car blowing up or crashing or whatever.
