Gov. Greg Abbott requires masks statewide to fight COVID-19, limits size of gatherings

The move comes amid pressure from local leaders as cases of the coronavirus soar.

AUSTIN -- As cases of the coronavirus surge to record highs, Gov. Greg Abbott on Thursday ordered Texans to wear face masks in public. He also gave local officials power to restrict outdoor gatherings with more than 10 people ahead of the holiday weekend.

“Wearing a face covering in public is proven to be one of the most effective ways we have to slow the spread of COVID-19,” said Abbott, a second-term Republican. “We have the ability to keep businesses open and move our economy forward so that Texans can continue to earn a paycheck, but it requires each of us to do our part to protect one another—and that means wearing a face covering in public spaces.”

The move marks a major reversal for Abbott, who in April blocked local officials from penalizing people who don’t wear masks, undermining their efforts to slow the virus’s spread. Those who don’t follow Abbott’s mask order can face fines of up to $250. The first offense is a warning.

The order, which takes effect Friday at noon, requires people over age 10 to wear face coverings inside businesses and other buildings or spaces open to the public. It also requires masks outside, in public spaces when it’s not feasible to stay six feet apart from others. There are some exceptions, including for people who are eating, drinking, exercising, voting or worshipping. Protests are not considered an exception. The requirements apply only in counties with 20 or more positive COVID-19 cases.

Abbott also prohibited outdoor gatherings of more than 10 people, unless they are approved by the local mayor or county judge. That means it will be up to local officials whether 4th of July celebrations, such as parades or firework displays, take place.

The Texas Medical Association praised Abbott’s decision.

“The physicians of Texas are very pleased that Governor Abbott is following the science,” Texas Medical Association (TMA) President Diana L. Fite, said in a statement. “There is no question about it – face masks reduce the spread of COVID-19.”

Local leaders, including Dallas County Judge Clay Jenkins, have pressured Abbott for stricter mask requirements as cases soar.

On Thursday, Dallas County reported over 700 new positive cases, far surpassing the previous single day record. Dr. Philip Huang, director of Dallas County Health and Human Services, said the county will report over 1,000 new cases Friday.

Jenkins urged people to avoid large gatherings over the holiday weekend and called Abbott’s order “very good.”

“I want to thank all the doctors and business people who pushed so hard for that to happen, because now that will be a regional and statewide approach,” he said. “And that really should help us with what we’re seeing because what we’re seeing folks is pretty scary.”

Now that many businesses have reopened, masking and social distancing are among the only tools left to stem the spread of the coronavirus.

Since so many infected people have mild or no symptoms, universal mask use can help slow transmission of the virus, public health experts say. They also offer some protection to the person wearing one.

Rep. Chris Turner, D-Grand Prairie, said he’s glad that Abbott “is implementing a long-overdue statewide mask order.”

“Local officials and House Democrats — along with medical professionals — have been calling for this action for weeks now,” said Turner, who also chairs the Texas House Democratic Caucus. “Texas is in crisis and it is past time for decisive action to be taken.”

Abbott’s own position on masks has shifted significantly since the pandemic began. The Republican governor began wearing a mask during public appearances in late May. As new cases and hospitalizations climbed to record highs in June, Abbott began pleading with people to wear face coverings.

Abbott blocked local officials from penalizing people who went without masks in April. But recently he gave his blessing to cities and counties that made plans to require masks in businesses.

While Dallas County and others adopted the policy, other counties did not, leading to a patchwork of rules.

In television interviews last month, Abbott defended his position that government should not force people to wear masks.

“I’ve been clear all along first with regard to what my executive order says concerning individuals,” he said on KSAT in San Antonio on June 17. “And that is, the government cannot mandate that individuals wear face masks. And the government cannot punish individuals, whether criminally or civilly, for not wearing a face mask.”

Abbott’s new order will be enforced by law enforcement and stresses that people cannot be arrested, detained or confined to jail for violating it.

That comes after Abbott intervened in May on behalf of Shelley Luther, a Dallas salon owner, who was sentenced to 7 days in jail after defying the county’s stay-at-home order to open her salon despite being told not to by a state judge. After backlash from conservatives, Abbott tweaked his statewide stay-at-home orders to ban confinement, which would result in Luther’s release.

Abbott used Luther’s arrest to blast Jenkins, who was among the first local officials in the state to issue stay-at-home orders. During the pandemic, Jenkins has been a constant thorn in Abbott’s side, calling for the governor to take bigger steps -- like a mandatory mask mandate -- to mitigate the virus spread.

For most people, this isn't much of a gamble. Presented with information like this:

...along with all the info we're getting about so many people having the disease without even knowing it, it's clear that, unless you are unlucky, younger and healthy people suffer anything from a severe cold to no symptoms whatsoever. Faced with experiencing nothing worse than they have experienced many times before, many people are making the choice to just have the disease like any other, and for them that's what they'll experience.

The occasional news story about a teenager dying from Covid19 unexpectedly won't change that attitude because those are outlier events, and people wouldn't expect to live their lives based solely on avoiding the worst-possible outcomes no matter how rare.

If I was any other country I would entirely place travel bans on the entire United States. The country is too damn stupid to either not believe in science or to completely ignore science. We don't deserve the trust of any other county. Do the rest of the world a huge favor and don't let the US continue the spread.

7:18 a.m.: 'Great news': Trump says of increase in number of COVID-19 cases

Even as Republican-led states roll back reopenings due to the significant rise in coronavirus cases and warnings from his own government that the pandemic is far from over, President Donald Trump continues to take an optimistic tone about the increased in diagnosed COVID-19 cases.

"There is a rise in Coronavirus cases because our testing is so massive and so good, far bigger and better than any other country," Trump tweeted late Thursday night. "This is great news, but even better news is that death, and the death rate, is DOWN. Also, younger people, who get better much easier and faster!"

However, Adm. Brett Giroir, the man Trump appointed to oversee testing, testified at a House hearing Thursday that "this is a real increase in cases" and not just attributable to increased testing.

"There is no question that the more testing you get, the more you will uncover," Giroir said Thursday. "But we do believe this is a real increase in cases because of the percent positives are going up. So, this is real increases in cases."

Giroir said the U.S. is not flattening the curve right now. "The curve is still going up," he testified.

11:10 a.m.: Florida reports 9,488 new COVID-19 cases

Florida reported an additional 9,488 COVID-19 cases, bringing the total number of cases to 178,594.

The positivity rate was 14.8%, up .3% from Thursday, according to the state's Department of Health.

Lee County reported the highest rate of positivity at 22.1.%, with Miami-Dade following behind at 20.8%.

5:55 a.m.: Arizona bar let COVID-19 positive workers continue working, officials say

The state of Arizona has seen an incredible rise in the number of COVID-19 cases and hospitalizations recently, forcing the state to pause its reopening. And now one bar is under investigation after it allegedly allowed multiple employees known to have tested positive for the coronavirus to continue working.

Varsity Tavern, located in downtown Tempe, allegedly permitted both employees and managers to continue working after being diagnosed, according to the State of Arizona Department of Liquor Licenses and Control.

After the state agency began its investigation, the business decided to close on July 1.

The Department of Liquor also alleges that the bar management knowingly didn't notify health officials that workers tested positive, didn't enforce social distancing requirements and didn't enforce mask-wearing requirements

Individual Number One truly does not understand science or anything related to this pandemic. Instead of some folks talking about disbanding the Coronavirus Task Force, they should be talking about disbanding Individual Number One from speaking on anything to anyone.

New Deaths at +17 and +10, instead of the stated +27 yesterday alone.

As of now, Florida is reporting +9,488 new cases since yesterday putting their 31 day surge at 121,147 total.

Arizona is at 91,858 with +4,433 new cases. Georgia is at 90,493 with +2,784 new cases for today. This likely puts and keeps Arizona ahead of Georgia.

Pennsylvania is at 93,418 total cases with +715 new cases for today. Arizona will pass them in a day. Georgia may pass them in a couple days.

As of 11:00 am July 3, 2020, DCHHS is reporting 1,085 additional positive cases of 2019 novel coronavirus (COVID-19), bringing the total case count in Dallas County to 23,675, including 393 deaths.

The additional 6 deaths being reported today include:

  • A man in his 60’s who was a resident of the City of Grand Prairie. He had been critically ill in an area hospital, and had underlying high risk health conditions.
  • A woman in her 60’s who was a resident of the City of Irving. She had been critically ill in an area hospital, and had underlying high risk health conditions.
  • A woman in her 60’s who was a resident of the City of Garland. She had been critically ill in an area hospital, and had underlying high risk health conditions.
  • A man in his 70’s who was a resident of the City of Farmers Branch. He expired in an area hospital ED, and had underlying high risk health conditions.
  • A man in his 70’s who was a resident of the City of Irving. He had been critically ill in an area hospital, and had underlying high risk health conditions.
  • A woman in her 90’s who was a resident of the City of Dallas. She expired in hospice care, and had underlying high risk health conditions.
An increasing proportion of COVID-19 cases in Dallas County are being diagnosed in young adults between 18 to 39 years of age, such that of all cases reported after June 1st, half have been in this age group.

Over 54 confirmed COVID-19 cases in children and staff have been reported from at least 26 separate daycares in Dallas County since June 1st, including one staff member requiring ICU hospitalization. Increasing reports of cases are continuing to be associated with multiple large recreational and social gatherings since the beginning of June, including house parties.

Of the almost 3,000 cases requiring hospitalization to date, more than two-thirds have been under 65 years of age, and about half do not have any high-risk chronic health conditions. Diabetes has been an underlying high-risk health condition reported in about a third of all hospitalized patients with COVID-19.

The percentage of respiratory specimens testing positive for SARS-CoV-2 increased to 33.7% among symptomatic patients presenting to area hospitals in week 26.

The age-adjusted rates of confirmed COVID-19 cases in non-hospitalized patients have been highest among Hispanics (667.4 per 100,000), Asians (187.4 per 100,000) and Blacks (136.4 per 100,000). These rates have been higher than Whites (43.8 per 100,000). Over 60% of overall COVID-19 cases to date have been Hispanic.

Of cases requiring hospitalization who reported employment, over 80% have been critical infrastructure workers, with a broad range of affected occupational sectors, including: healthcare, transportation, food and agriculture, public works, finance, communications, clergy, first responders and other essential functions.

Of the 393 total deaths reported to date, about a third have been associated with long-term care facilities.

Texas is mixing Viral and Antibody Tests in the total test numbers which is very bad as Antibody Tests are useless in determining if someone has the Coronavirus.

As of today the real number of Total Viral Tests for Texas is 2,013,906 which works out to be 69,455 per 1M population so Texas is really the 7th worst state in testing

Gov. Greg Abbott’s statewide order mandating masks for most Texans didn’t put an end to the local governments’ patchwork of orders and recommendations about how to stay safe from the coronavirus. Instead, it sparked more county and city-level policies and varying levels of enforcement.

But some Texas counties and cities aren’t ready to fully comply.

Abbott said Thursday the first violation of the order would be a warning and the second would be a fine of less than $250. But some county and city officials said they would not enforce that punishment.

Collin County

Since the beginning of the pandemic, Collin County Judge Chris Hill has taken a more hands-off approach when it comes to stay-at-home orders, masks and other public health policies.

Rather than mandating all citizens follow guidelines, he has preached best practices and left decisions of what works best up to individuals.

The same appears to be true for Hill’s response to the governor’s latest order. Hill did not respond Friday to a request for comment.

Within a few hours of Abbott’s announcement, Hill filed his own order. Abbott’s order prohibited gatherings “unless the county judge approves of the gathering,” Hill’s order said.

“Therefore,” he wrote, “Collin County citizens are permitted to have outdoor gatherings in excess of 10 people.”

McKinney Mayor George Fuller — whose daughter tested positive for the virus in March and who said he has lost friends to the virus — required earlier this week that masks be worn inside businesses.

In Plano, Mayor Harry LaRosiliere supported a similar measure but an extended City Council debate Tuesday ended with a resolution simply recommending masks. LaRosiliere praised the governor’s order Thursday.

Denton County

Denton County Sheriff Tracy Murphree told The Cross Timbers Gazette that although he will personally comply with the order, he has instructed his deputies not to enforce it.

Ellis County

Just in time for holiday parties that some health officials say could be “catastrophic,” Ellis County Judge Todd Little followed Collin County’s lead in preemptively approving all gatherings of more than 10 people.

In his order Friday, he said it was up to individuals to “uphold the Texas spirit and independence” and “exercise wisdom and sound judgment while celebrating their liberties as Texans.”

Tarrant County

Tarrant County, like Dallas County, has already mandated that masks be worn inside businesses.

County Judge Glen Whitley, Fort Worth Mayor Betsy Price, Arlington Mayor Jeff Williams and other officials in the county said the order was necessary to slow the spread of the virus and keep local hospitals from being overwhelmed.

“We have no choice,” Williams said at a news conference. “These masks do work.”

However, not all cities agreed with Whitley’s decision. Colleyville, which opened restaurants early and has continued to contradict county and state orders, said it would not enforce the countywide mask order even as cases soared in the county.

Rockwall County

Fireworks shows, a concert series, and a parade will go on as scheduled in Rockwall this weekend.

“It’s not the government that’s going to tell you what to do here in Rockwall,” Mayor Jim Pruitt said in a video. “But we do think people will take the responsibility for themselves.”

Pruitt said he encouraged residents to stick to outdoor activities, wear masks if they want and to maintain social distancing.

“Look, nobody is requiring anybody to go to any of this stuff,” Pruitt said. “If you don’t want to or you don’t feel safe, then don’t go.”

Johnson County

After Abbott issued his order, Cleburne Mayor Scott Cain responded with his own order approving outdoor gatherings of 10 to 100 people in the city.

“Does Governor Abbott’s new prohibition of outdoor gatherings of 10 or more prohibit Fourth of July gatherings? Not in Cleburne,” Cain said in a Facebook post. “I ask that participants use common sense by social distancing, hand washing, and when needed, throw a mask on.”


Cain also asked that those planning gatherings greater than 100 people reach out to him to discuss COVID-19 mitigation plans.

 
This saddens me to see people being so stubborn and remarkably stupid for no reason at all about issues that will result in countless deaths that could have been easily avoided. It's one thing if it only impacts themselves, but it doesn't. It impacts everyone. At this point they're deadlier than the anti-vaxxers.

I think every gathering should be accompanied with a written explanation of the 'wisdom and sound judgement' used in its justification. How else can you be sure it's not stupid and misplaced?
 
Anyone know any reputable sources researching eucalyptus gel, inhaler, and necklace as coronavirus killer?

In 2 weeks some companies in Indonesia will starts selling them nation wide. They even already got national news coverages, with supports from doctors.

I'm really skeptical with their claims and want to make a video and infographics before they release the thing. I just can't wrap my head wearing eucalyptus necklace will be a good way to protect from covid. As COVID19 enters thru mouth, nose, eyes.

Necklace sounds unrealistic, but essential oils have been shown to be effective antivirals in experiments. I don't know if anyone's performed proper tests in human-like conditions and of course you have conflicting evidence between medical professional who want to sell expensive drugs and hippies who thing everything is better when you burn plants. Honest, meaningful research might be hard to come by. I imagine the idea is Eucalyptus has been shown to work well sometimes, including against H1N1 influenza, so it's worth a shot as a cheap remedy. The necklace, conceptually, could be providing a local source of Eucalyptus oil which naturally vaporises and would mix with the air, possible killing virions mixed in that air.

As long as the concentrations aren't toxic to people, it probably can't hurt.

yeah it probably can't directly hurt people (except those allergy or sensitive with it), and people in Indonesia has been using Eucalyptus in daily life since ancient times, be it for liking the aroma, for decongestant, for massage, etc.
But im concerned it can hurt indirectly by making people overconfident. Only wearing the necklace and wont wear face mask and wont do social distancing.

they said the necklace vapors can kill 100% viruses after a few hours. But it was not clear in what condition (a necklace placed in a small box?). What happen in real life human condition? if someone sneeze in front of the wearer? for example.

and yep, its hard to find researches. only found a few doctors talking in twitter and western media about anti coronavirus necklace from japan (that was banned from ebay).

The documentary “behind the curve” on Netflix. It’s about flat earthers but it explains how all conspiracies are connected.

it starts really with complete distrust of authority. From there they write up anything of their choosing because authority can not be trusted. And they become the hero to save the day, they get other people to join them. They become a self fulfilling prophecy of seeing how people join them emboldens their movement and so forth.

quite an interesting documentary.
