Bandwidth priority in Windows XP

How is bandwidth managed when I have several programs trying to download something?


For instance, I have BitComet, eMule and Download Accelerator downloading files.

I've noticed that Download Accelerator seems have more priority.

Can an application request all available bandwidth?
 
Download accelerator accesses multiple servers or something, that's why it seems faster.

The application itself can run at a higher priority, but all packets of all open channels have to be handled. The IP protocol uses a stack. The only ways that I know of by which an application can use most of the available bandwith is by opening many more channels, or using UDP packets. UDP packets are fire-and-forget, there is no delivery status and resend protocol, so they are handled with top priority by all devices.
