AMD Radeon Software Reportedly Alters CPU Settings Without User Knowledge | Tom's Hardware (tomshardware.com)
According to user feedback, the problem occurs only with AMD CPU and GPU combinations since that hardware supports the Ryzen Master SDK. So if you are running a system that has either an Intel CPU paired to a Radeon GPU, or a Ryzen CPU paired to an Nvidia GPU, you will not encounter this problem.

For some reason, AMD's Adrenalin software will automatically enable PBO or the "CPU OC" setting when applying GPU profiles -- including the Default profile, which happens automatically.
 
After few RX 7000 (+ Ryzen 7000 iGPU) exclusive drivers, AMD Software 23.2.1 just came out, big release and WHQL certified right out of the gate.

  • Corruption may be observed while scrolling the points shop in STEAM™ on Radeon RX 6000 series GPUs.
  • Performance drop may be observed during Fortnite™ and YouTube playback with Enhanced Sync enabled on some AMD Graphics Products such as AMD Radeon™ RX 5700 XT.
  • Corruption or game crash may be observed while playing Door Kickers 2™.
  • Missing or flickering textures may be observed while playing Emergency 4™.
  • Application crash may be observed when launching Baldur's Gate 3™ using Vulkan® API on Radeon™ RX 7000 series GPUs.
  • Stuttering may be observed while playing Sea of Thieves™ on Radeon™ RX 6000 and above series GPUs.
  • Corruption may be observed while playing Battlefield™ 4 with Post Process Quality settings set to high or ultra on Radeon™ RX 6000 and above series GPUs.
  • White foliage may be observed while playing Hogwarts Legacy™ on Radeon™ RX 7000 series GPUs.
  • Intermittent system stuttering or UI flickering may occur when two videos are simultaneously playing using chromium-based browsers on some multi-display configurations.

Known Issues​

  • High idle power has situationally been observed when using select high-resolution and high refresh rate displays on Radeon™ RX 7000 series GPUs.
  • Video stuttering or performance drop may be observed during gameplay plus video playback with some extended display configurations on Radeon™ RX 7000 series GPUs.
  • Application crash may be observed while opening Premium Gold Packs in EA SPORTS™ FIFA 23.
  • Some virtual reality games or apps may experience lower-than-expected performance on Radeon™ RX 7000 series GPUs.
  • AMD Bug Report Tool pop-up or system hang may be observed after driver upgrade on some hybrid graphics notebooks. Users are recommended to use the factory reset install option as a workaround.
  • Corruption may be briefly observed when moving Netflix video between displays or minimize-to-fullscreen on some AMD Products such as AMD Ryzen™ 7 6800U.
  • Certain videos played with Movies and TV may briefly show corruption when moving the window between displays on some AMD Graphics Products such as AMD Radeon™ RX 6700 XT.
  • Brief display corruption may occur when switching between video and game windows on some AMD Graphics Products such as the Radeon™ RX 6700 XT.
  • Maximum encode bitrate is limited to 100Mbps for certain applications.

GENERATING GPU COMPILER HEURISTICS USING REINFORCEMENT LEARNING (PDF)

In this paper, we developed a GPU compiler autotuning framework that uses off-policy deep reinforcement learning to generate heuristics that improve the frame rates of graphics applications. Furthermore, we demonstrate the resilience of these learned heuristics to frequent compiler updates by analyzing their stability across a year of code check-ins without retraining. We show that our machine learning-based compiler autotuning framework matches or surpasses the frame rates for 98% of graphics benchmarks with an average uplift of 1.6% up to 15.8%.

AMD Fluid Motion Frames (AFMF) 2

AFMF is a state-of-the-art frame generation technology exclusive to AMD. It enhances frame rates and gameplay smoothness and is integrated into AMD Software: Adrenalin Edition™. As part of AMD HYPR-RX, our one-click performance solution, it delivers exceptional gaming experiences on AMD Radeon graphics cards.

  • How to Enable AFMF 2
    • AFMF 2 can be enabled for any OpenGLNEW, VulkanNEW, DirectX® 11, and 12 title using HYPR-RX or the AMD Fluid Motion 2 Toggle.
      • AFMF 2 is supported on AMD Radeon™ 700M and 800M integrated graphics, as well as AMD Radeon™ RX 6000 and RX 7000 series desktop and mobile discrete graphics cards.
      • AFMF 2 currently requires the game to be played in exclusive or borderless fullscreen mode with VSync disabled.
        • For a better visual experience, use AFMF 2 with a variable refresh rate-enabled display.
          • Enabling Radeon™ Chill after AFMF will automatically set the FPS cap to reduce tearing.
      • Use the in-game overlay (ALT+R) in AMD Software: Adrenalin Edition™ to check AFMF’s frame generation status.
    • AFMF 2 adds frame generation technology to boost FPS outside the game’s engine. Users can enable the AMD Software Performance Metrics Overlay to see the resulting FPS.
  • How to Optimize AFMF 2
    • AFMF 2 introduces new modes that are automatically tuned for the best experience based on your configuration. These can be manually adjusted to your preferences if needed
      • AFMF 2 adds a new “High” Search Mode setting for improved frame consistency during fast motion, enabled by default for resolutions of 2560x1440 and above.
        • This reduces the jittering or stuttering encountered with AFMF 1 at higher resolutions.
    • AFMF 2 adds a new Performance Mode setting to reduce frame-generation overhead, enabled as “Performance” by default for integrated graphics products.
      • Integrated graphics users may switch back to the “Quality” performance preset for better frame-generation quality during fast motion. The “Quality” preset is the default when using discrete graphics cards.
      • Users can manually enable this “Performance” mode on discrete graphics cards to hit even higher frame rates when GPU bound to maximize the FPS uplift.
    • Users can find these tuning options within the “Advanced View” of HYPR-RX.
  • AFMF 2 Support for Multi-GPU Configurations
    • For any hybrid-graphics configuration, AFMF 2 will use the displaying GPU for frame generation, allowing the render GPU to focus on the game.

  • Intermittent performance when entering certain areas while playing DayZ. [Resolution targeted for 24.10.1]
  • Intermittent driver timeout or crash may be observed while playing Warhammer 40,000: Space Marine 2 on some AMD Graphics Products, such as the AMD Ryzen™ AI 9 HX 370. Users experiencing this issue can enable Variable Graphics Memory in AMD Software: Adrenalin Edition as a temporary measure (AMD Software: Adrenalin Edition -> Performance -> Tuning -> Variable Graphics Memory).
