iirc, according to the graphic novel, Roschaches's alter ego Walter Kovacs was working at a fashion studio where they were hired to create a fabric where 2 layers of latex were sandwiched with a material between the two. The pattern kept shifting and it was deeed "horrendously ugly" or hiddeous. I think h model who commisioned the dress to use the fabric was killed and Walter Kovacs took the then discarded dress home and fashioned his "skin" from it. He would then exact revenge for the model's death as Roschache.. or something along those lines.

finally got to watch it,
thought it was a good film, it may suck compared to the book, (never read it)
but I enjoyed it
