Even a lot of last gen titles use POM quite liberally such as Killzone 3, UC2&3,
UC2 use POM for a few area IRC.

They don't need POM everywhere when it is not needed... The goal is to render an old Victorian London...

I agree. If I remember well RAD took thousand of photo of London for the texture.
