phpBB tags are alowed in sigs, which includes images. Generally speaking the are discouraged (unless they are the small B3D folding team sigs).

Generally speaking they are discouraged, until that message comes across loud and clear in every forum that sigs aren't allowed, do what you will. Remember what paren't said about tattle tales.

because if alot of people start having images in their sig, then it would make the threads look extremely ugly.

That's an opinion, not a fact. Edit: I do agree that the pic is too big though.
