Err... maybe try the equaliser in WMP 9.
For better results you can de-mux the audio/video using something like VirtualDub, apply a noise reduction filter to the soundtrack using a freeware audio editing program (or something like Cool Edit Pro which can be used for free with limited functionality) and then recombine it with the video.
