If they really did pair back the pc game for parity reasons, why the dell did they bother with the Ultra setting then?

That seems pretty obvious to me, it's to appease PC gamers. Give them an "ultra" setting which sucks down power and provides modest visual improvements to fool them into thinking they've made a serious effort to optimise the game for high end PC's. Unfortunately for them no-one's fooled. It doesn't really matter if the mods don't improve the game to 2012 looks anyway since we already know that demo was running real time on a PC. Either they deliberately paired it back for console parity or deliberately didn't put the extra effort in to ensure the PC version lived up to the 2012 demo. Whichever way you look at it, Ubi shafted PC gamers.

Hopefully, The Division, will be the powerhouse the PC deserves. Watch Dogs is such a cluster-f**k on the PC, regardless of the discovered settings. You can't improve the obvious geometry and animation parity with consoles...

Isn't the problem simple that the high end PC market is quite niche, so that it financially is not worth it. Especially considering that improving assets quality and tec quality comes at a considerable cost - maybe they can do the 2012 quality, but this would be to costly and would furthermore only be appreciated by a very small percentage of users.

you can get a watt-meter which you plug in between the PS4 and the wall-outlet for under 10 dollar/euros. that should give you a similar comparison
