Pinnacle PC/TV Pro Requirements

i wanna put the pinnacle pc tv pro in mini-itx board, but my question is, does the board support the pinnacle in high settings ( dvd with everything) ???? the board i was thinking to buy is a "VIA EPIA Nehemiah M10000 LVDS 1Ghz All In One Motherboard".

by looking at the specs

software encoding, not hardware.. you may be able to capture in MPEG1 but full resolution MPEG2 will perhaps not be possible.
with such as CPU you should get a TV card with hardware MPEG2/MPEG4 encoding? (I don't know if there are cheap ones)
